Problem with DOCTYPE

Hey, I need to insert the following doctype in a template

<! DOCTYPE html PUBLIC "- / / W3C / / DTD HTML 4.01 / / EN" "http://www.w3.org/TR/html4/strict.dtd">

but when I insert and publish the site, I deforms the design, the colors will change to the forms, how can I fix this? thanks.
