Problem with Joomla 3.1.5 and Plesk 11.5

Hello,

i have a problem with my joomla on my root server.
After setup the server and installing Joomla for a webspace within plesk, i get the following error if i would add a new menu item in joomla (Joomla-Forum means, that it is a server based error):

PHP Warning: is_file(): open_basedir restriction in effect. File(\metadata.xml) is not within the allowed path(s): (C:/Inetpub/vhosts/(website)\;C:\Windows\Temp\) in C:\Inetpub\vhosts\(website)\httpdocs\administrator\components\com_menus\models\item.php on line 961

I changed the php open basedir to "{WEBSPACEROOT}/httpdocs{:}{TMP}{/}" but this has also no effect.
I think it is an right-problem, but where? I temporally give the User "Everyone" full access for the path "C:/Inetpub/vhosts/(website)\", but there was also no effect.

Can somebody help me?
