Problems with PHP after Upgrade 7.6 to 8.1

After the update from 7.6 to 8.1.0 PHP does not run any longer correctly! No more cannot access ImageMagick and not know data via ODBC driver no more from Excel to be selected.

Functioning configuration 7.6
- Win 2003
- PHP of 5.1.2
- ImageMagick 6.2.8
- rights for Usergroup psacln for cmd.exe and ImageMagick program on read/an implementing set

Which ran wrongly?!
