After creating customer and then use an FTP server with username and password customer, I got some error Could not connect to the server. I am install plesk on root but use plesk bash: plesk: command not found
 
How is the use of a shell related to the statement that you cannot connect to a server through FTP?

Are you trying to connect from your server via FTP to another server, e.g. using a shell command? Or is your question that you try to connect from a client to your server by FTP but that does not work? In the later case do you see any specific error messages? What are those?

Is the firewall that may exist in front of the server blocking port 21 (normally that would be in your data center, configurable from your data center control panel)? Is it blocking other ports, specifically the ephemeral port range (like port numbers 1024 and higher)? Have you checked the firewall on the server, in Plesk? Is it blocking FTP? Have you checked that the passive port range (the ephemeral port range) is accessible? What's the output of # netstat -lt ?

This problem has close, we must make sure the configuration Proftpd and Xinetd. After configuration has been done we must make sure iptables and allow port 21 or 2121
