purchase plesk license

Hi,
we want purchase plesk web host edition from plesk online store but if my users want create mssql database do we need purchase powerpack or developer pack seprately ? it seems deeloper pack is included in web host edition and developer pack include for free and include mssql feature for plesk,
is it right? do i understand correctly that we do not need purchase veloper pack or power pack for mssql features if we purhcase plesk web host edition ?

Developer Pack included in Plesk 12 Web App, Web Pro, and Web Host editions. If you have other Plesk edition you should buy Developer Pack here - http://odin.com/products/plesk/add-ons/
