qmail delay

Hi All,

There is a big delay in delivering all messages through Plesk's qmail. Any letter sent to a domain under Plesk or from Plesk to outside is delayd for several minutes somewhere in qmail.
If I restart qmail - all messages are delivered immediately.
Is there any way to get rid of the delay?
 
Maybe I didn't write it clearly enough.
The server gets messages via smtp without any delay.
But they appear in the e-mail box only after several minutes (it's more than 5 minutes).

Antivirus and SpamAssassin don't make any changes to the delay, with them or without them - it's the same.

O've read the faq and I have the options for qmail-smtpd, but it seems that the problem is somewhere in qmail-send.
The only way to deliver mail quickly is to restart qmail-send.
 
/var/qmail/bin/qmail-qstat shows:
messages in queue: 240
messages in queue but not yet preprocessed: 62

load average on the server is slow.

It seems to me that qmail-send don't try to send e-mail at the first try. Instead all mail is put to the queue.
One thing: there is no qmail-remote process. But after
killall -ALRM qmail-send
there are a lto of qmail-remote - and all mail is delivered. The same is with local mail.
