Qmail issue , one account not receiving emails from outside

I had to reinstall a mailbox and copy-in backup emails from a previous server
I copied over the Maildir folder and twiked some permissions to get it running ... it's a POP type account
the mailbox owner can :

- send emails via SMTP
- receive emails but only from domains on the local server, not from outside
i.e mailbox [email protected]
he can receive from any [email protected] or [email protected] ( acme.tv being hosted on the same server)
what could be wrong ? where should I look first ? ( I don't see any info doing ail -f /usr/local/psa/var/log/maillog )
