qmail submission_psa and port 587

I just upgraded to 8.3 and was unable to send email. My email was set to use port 587.

In previous versions of plesk, i had manually created a file smtp_additional in /etc/xinet.d as follows:
service submission
{
socket_type = stream
protocol = tcp
wait = no
disable = no
user = root
instances = UNLIMITED
server = /var/qmail/bin/tcp-env
server_args = -Rt0 /var/qmail/bin/relaylock /var/qmail/bin/qmail-smtpd /var/qmail/bin/smtp_auth /var/qmail/bin/true /var/qmail/bin/cmd5checkpw /var/qmail/bin/true
}
After upgrading i noticed that all of the above lines were commented and a new file existed named submission_psa.

In spite of this my mail would not send on port 587.

Finally I noticed a setting in the control panel /Server/mail named "enable message submission".

Turning this on allowed mail to send again on port 587.

It appears Plesk is now handling this function for us now.
