[Quest] IIS Dedicated Pools

I try to use function:
Dedicated IIS Application Pool for Your Websites
Set up a dedicated IIS application pool for serving websites associated with the currently selected subscription.

and getting error:
"Warning: There are no available resources of this type (max_iis_app_pools) left. Requested: 1; available: 0. "

What's it means ? How can i fix it?

Do you have enabled it on Performance tab of corresponding Service Plan?

Yes, i did. I just need to wait to the sync of plan ?
i think it's working now, the IIS7 console shows the dedicate pools.
