Issue Re-Install Plesk

I've already installed and Uninstalled Plesk. Now i want to install it again. But there are so many files inside plesk folder in programme folder in windows. These files can not be deleted says some of files were using can't be deleted. How to install it again ?
 
Plesk should not be removed from the server. This operation is not supported.
If it is required to reinstall Plesk after an attempt to remove it, reinstall the OS first.
 
If OS is reinstalled, and plesk is reinstalled on the new OS - it should be a matter of restoring the backup from the external storage, right?
At least, that is what I did. But now the license is different, and that may be a problem down the line.
Where can I get some help sorting out the license for my dedicated server?
