(re)starting logwatch

It seems I have had a few problems lately with plesk and fc3. First, logwatch does not seem to be sending an email to me like it used to. I checked the conf file and that was not changed,; how do I restart logwatch?

also, I went on the server preferences page of plesk, and all of a sudden was sent to some sausage site. Does this sound familiar to anyone? And if so, what can be done? I have what I thought were VERY tight controls on this server.
