Reboot of machine resets MySQL max connections.

I am having an issue where if I or the hoster restarts the VPS machine, once the image boots back up again the maxconnections variable is set to the default of 20.

I have edited the my.ini file thinking this will solve the issue but it seems that the Plesk panel replaces this on every reboot as my changes don't come back?

Unless I am wrong and am doing something incorrectly?
