Release notes for hotfixes?

Is there somewhere on the website a release note document which will show me what changes have been made if there is a new hotfix or new update.

Now only plesk updates says there is an update.. but it would be nice if i'm able to see what problem they fixed in what update without spending time on a test server.

they are usually mentioned in the install file
