Remote MySQL priviliges question

I have added a remote MYSQL server on Plesk8.

Next i tested it from a domain and i could a database but when i need to add a user it said access denied.

My question is do i have to gran full priviligies on every single user then created? Example when a user creates a database and a user then he has to nodify me to enable the priviligies to access that. Ist Plesk suppose to do that?
