Restore a Backup with Backup Manager

I am trying to pull a backup or part of a backup to a server and I keep getting
Error:Unable to export file as file: FTP network error

The Backup Manager seems to have some nice restore options.
I select the backup, select the site to restore, click the
restore without valid signature,
and input password.

However, I keep getting
Error:Unable to export file as file: FTP network error

Is this a plesk 12 issue, I was able to use backup manger to restore a single domain in plesk 11.
I also tried to pull down the full backup file, but get same error.
Are others seeing this?

For space, I think the backup is pulled to usr in a temp folder, is that the default location?
On this server, I show
# df -h

The other reason I feel it is not a space issue is, if I try to restore only one small site of the total backup, I get the same error.

I do not know if this is related, but, if I make a backup of a very small site (about 20mb), it does not give the error when I copy it to the server, however, it does not show up in the backups. Should I see a repository button in the backup manage like in the past. None of my servers show it, but it seems like it should still have it.
