Issue Restore backup plesk 12.x in plesk 17.x

Im trying to restore a backup generated in plesk 12.x in my new server with plesk 17.x
But it dont work.
Im receiving the following message:
The backup is invalid or a wrong version.
 
Please edit /usr/local/psa/admin/conf/panel.ini and change the line
allowRestoreModifiedDumps = off
to
allowRestoreModifiedDumps = on
Otherwise a backup that was done on another Plesk installation cannot be restored, because its signature does not match the new server.
Retry the restore after this change.

Im using windows server 2012, but i found the file in the folder "C:\Program Files (x86)\Plesk\admin\conf"
I remove the comment and turn to ON like tou said: allowRestoreModifiedDumps = on
But i still receive an error message.
