In case of plesk doesn't start:
Is it possible to restore plesk backup data which are stored on a local machine?

You mean a backup stored on the Plesk server? Or on your own computer/laptop?

If you can't login to Plesk, but still have SSH access to the server, you can use the CLI to restore a backup. This article describes the CLI command you can use in more detail: https://support.plesk.com/hc/en-us/articles/12377586491927-How-to-restore-a-Plesk-backup-from-CLI

However, note that restoring a backup might not solve the issue you are currently having. As a backup mainly contains Plesk configurations and content.

Is it the .xml or one of the .tzst files?

The xml file should be used.

So it's enough if I just download this file to my local machine?

Both the XML and the tzst files are needed to restore a backup. In the CLI command use only use the XML file to import the backup.
