Restoring and downgrade

Dear all,
in case we've made a full plesk 10.0.1 backup with pleskbackup command in CLI , and we decide to upgrade to 10.3.1 , if something goes wrong , will it be possible to restore all plesk from our backup , to previous version as it was??

Yes. Just install fresh Plesk 10.0.1 and restore your backup there.
