Server and MYSQL running but can't access Plesk Control Panel

This has been happening on and off lately. Everything will be running as it should, but sometimes I'll to log into plesk via:

https://1.1.1.1:8443/login.php3
(where 1.1.1.1 is my IP address)

It says it cant connect the server.
Unable to connect: Firefox can't establish a connection to the server at www.mydomain.com:8443.

This happens on all browsers. MYSQL is running, the server is up. my web sites are up.

Its very weird. I have noticed that the server is restarting itself every once and a while on its own. I'm not sure why but I seem to lose plesk when it comes up form this.

Any thoughts?

I didn't it happens randomly. Not sure why. But it hasn't happened in a while. If you figure it out. Let me know.
