Question Server Wide Horde Default Settings

How can I change the server wide Horde default settings? (Linux CentOS 7 Plesk Onyx)
For example: I would like to set the time zone, language, delete to trash, open to mail.
Help please :)

Note: I did not see the options in /etc/psa-webmail/horde/horde/php.ini which was mentioned in another post
 
Just go to horde database and customize Horde settings there.
