Serverwide php.ini for FastCGI not working

Hi,

I'm having trouble with the serverwide/global php.ini (/etc/php5/cgi/php.ini) which is for the FastCGI application.
Currently I have to set the timezone (date.timezone) for each domain/subdomain where FastCGI is enabled, because the values in the global php.ini doesn't take effect.
Is this a bug or a misconfiguration of my system?

I tried to set other values in the global file too, but none of them are working.
 
Sure, but I don't want to set the timezone for each user/domain.
Why is it not possible to set this global/serverwide?
