Setting Default Horde Theme

I'm sure you could set the default Horde theme by editing this file:

/etc/psa-horde/horde/prefs.php

and chnaging the value on line 299 under // UI theme

I've just tried this and seems to result in no theme being used by default. Is this a bug or am I doing this wrong ???
