Does anyone know how to change the SOA refresh rate

FROM SOA REFRESH interval is : 10800 seconds.

TO SOA REFRESH interval is : 3600 seconds.

is it a good idea to lower it?

You would change the refresh rates (not a bad idea) for each zone file in /var/named/run-root/var/

Be sure to restart named after making the changes.

I just edit the files?

what happends to new sites added via plesk, will they have the high refresh rate.

is there a template so any sites addred will have 3600?

Yep, just edit those files. As to future sites added, I'm not sure, but if you run a search I believe it has been discussed before.
