Issue Softaculous and ioncube installation failed

Hi folks,
I use to have plesk 12 installed with softaculous without any problem on another vps ubuntu 14.04.

Now that I start a new VPS on Ubuntu 16.04 and install Plesk Onyx 17.0.17 with the One click installer by ssh.
I can't install softaculous. Keep giving me ioncube loader is not installed.
I did php -v and php -m and nothing about ioncube.
The default php version is
PHP 7.0.8-0ubuntu0.16.04.3 (cli) ( NTS )

How do I enable ioncube.

How do I install ioncube on the OS PHP?
Why is this not working by default.
I just install a fresh ubuntu 16.04 on a OVH vps and install the one click Plesk installer

Why is this not working by default.

Because it works on OS vendor's PHP (not from Plesk). It is administartor's task to install ioncube loader for OS vendor's PHP from OS vendor's official repository.
