I was wondering if I purchased the spamassasin addon if it would allow my horde users to flag spam?

Hi,

no, you can not tell spam assassin that a particular message is spam from horde.
Spamassassin marks messages as spam according to its own logic. However you can train spamassassin to increase its accuracy:
