Special Characters not showing

Hello I've tested the Voting Module and has a bug with special characters, for exemple the word "não" wil show "no" without the "a" and "Tilde".
Please correct this bug!

I have checked this situation on my FC5+Sitebuilderv4.0 installation using FireFox 2.0.0.6 and did not get any problems with it. This was also checked on demo site here:
