SPLA and IIS FTP accounts

Does anyone know if for the Microsoft SPLA license IIS FTP user accounts are considered authenticated users?

I am talking about the IIS FTP accounts that Plesk creates when adding a hosted domain.

Or on a Windows 2003 Std Anymous license you can have Plesk installed and unlimited number of domains and IIS FTP accounts.
 
If Microsoft FTP server is used, each FTP account is considered to be authenticated user by Microsoft and SAL is required.
You can use 3d party FTP servers to avoid this issue.

Is there any free FTP server supported?
