Subscription Expiration date Overuse policy question / bug?

Not sure if this is a bug or if I'm interpreting the functionality wrong...

Plesk, 10.4.4 (Update #24), CentOS Linux 2.6.18-028stab094.3

Subscriptions > Select a domain > Customize:
Overuse policy = Overuse is allowed (not recommended)
Notify me by e-mail in cases of overuse = Checked
Expiration date = 27 Mar 2012

It has now gone past the Expiration date of 27th March 2012...

Actual:
The domain was suspended.

Expected:
Because I set the Overuse policy to "Overuse is allowed" I expected to get a notification to say that it had expired but I didn't expect it to suspend the domain.

Is this a bug? or does the "Overuse is allowed" apply to everything on that page apart from the Expiration date?
