Hi,
Plesk can suspend an account that's in overquota automatically? Other cpanel has this feature, also Plesk?

Hi,

No, Plesk do not suspend domain. It is sending notification about it to Plesk admin and client by default.

You can set event in Plesk event manager(Plesk -> Server -> Event Manager) for event "domain disk space limit..." or "traffic limit..." and use Plesk cli utility domain.exe(use --help for options) located in %plesk_bin% folder to disable domain.
 
Please not that such calculation is only done after statsitics will finishes
