Switch on message submission - not enabled?

Running:

Version psa v8.6.0.5_build20080722.15 os_Windows 2003/2008
OS Microsoft Windows 5.2;build-3790;sp2.0;suite272;product3

in a VZ 4 Container.

I need to enable port 587 for mail delivery by when I go to the Server -> Mail screen the "Switch on message submission" option is greyed out with message to the right saying "(not supported by the mail server)".

I know I have enabled this in earlier plesk versions on Windows...

Any ideas on this?
