Templates and Database quota

Hi,
I'm not sure if I've found a bug or my mis-understanding of the template system.

I've created a new Client template with database allowed set to 0
I've created a new Domain template with database allowed set to 0

I created a new client from the new client template.
I added a new domain using the new domain template.

I logged in as client and saw the database button.
I clicked on it and I'm able to add databases (I've tried up to 5).


Does putting 0 in the databases allowed field of the template mean Unlimited? I was hoping users would not be able to add databases with this plan/template. I know I could disable the button via Interfaces.
 
I forgot to mention... I have overuse to set allowed, but the point I was trying to make was, if something is set to 0 or off, you shouldnt be allowed to overuse should you?
 
I understand that. I want to limit to 0, in other words I dont want them to be able to create a database, however I would like to 'allow overuse' on other things i.e. space/bandwidth.

I was thinking if something is set to 0 (in other words off, not allowed, zero, nada) then it cannot be overused. However it can be.

It must just be me that things this. :(
