Issue The plan was not applied: Hosting performance settings management

We have suddenly started facing an issue with creation of subscriptions in Plesk. So far, we have discovered this issue in 2 servers. When we create a subscription, we get the following error

The plan was not applied: Hosting performance settings management

The hosting does not get created. It happens with all the service plans. It seems to be some bug in the latest Plesk release. Can Plesk provide a solution?

We have WHMCS. But the issue is not just with servers which are configured in WHMCS, but also in servers where subscriptions are created from Plesk panel.
