You cannot send emails from Plesk because outbound connections on TCP port 25 is blocked. Check the firewall settings or contact your hosting provider.

We have been able to send mail until now, but we can no longer send mail via our servers. How may you help me?

Ionis blocks port 25 by default You need to contact their customer care team.
