Unable to create custom error docs

Customers have never reported this before but we now hear that they are unable to create custom error docs. Upon looking we see that obviously they cannot because of file permissions.

Unable to create file /error_docs/not_found.html: filemng failed: cp: cannot create regular file

How are customers supposed to create custom error docs if the DIR is owned by root?
