unable to create mailbox

Trying to create any mailbox on any domain gives the following error message

Unable to add new mail name. Can't configure mailserver. mailmng failed Run time error MEAOPO.Mailbox.AddMailbox failed for name=demo and domain=onlycds.com


even we are unable to start / stop the mail servervices for any domain
