Unable to update

I have set the url to autoinstall.plesk.com within my control panel and also tried auto update on the server and i keep coming up with 404 error, can anyone tell me why?

You can leave the field blank to receive update from the official Parallels Plesk Panel updates server.

then why cant i go up to 9.5 if i have a licence? is that not automatic?
