Issue Undelivered Mail to Outlook mails

I have some problem to send mail to outlook/live/hotmail, the plesk is hosted in lightsail on amazon AWS.

I checked the IP (54.204.201.174 ) and it is not black listed.

the email always bounce with the message:

hotmail-com.olc.protection.outlook.com[104.47.33.33] said: 550 5.7.1
Unfortunately, messages from [54.204.201.174] weren't sent. Please contact
your Internet service provider since part of their network is on our block
list (S3140). You can also refer your provider to
Troubleshooting.
[BN3NAM01FT012.eop-nam01.prod.protection.outlook.com] (in reply to MAIL
FROM command)


Can someone help me?
 
Nothing to do with Plesk. Read the message again carefully:
"
Please contact
your Internet service provider since part of their network is on our block list (S3140)
"
Microsoft runs it's own internal blacklist. If you're in charge you can register to check here: Sign in to your Microsoft account
