Issue Upload Max file size

Hello. I know this topic has been resolved in many ways, but no matter how many times I try i cannot change the settings to allow me upload more than 2MB files.
tried checking the .ini file but since my plesk server came from godaddy it is under .user.ini and when i open the file there is nothing written about it. (opened it in notepad)
When i tried changing the settings through the PHP settings, it appears as default and cannot change anything.

i see in all the discussions that these can be changed but it appears as plain text.
