Uploaded CSS Files not Overwriting and or Updating

Hello, When uploading CSS files to my VPS Plesk 8 account the file will not update on HTTP.

I am able to upload new files, and view those just fine over http. I am able to upload new css files and view them over http just fine. I am also able to upload other file types (PHP) which then reflect their updates on HTTP. But CSS files are not being updated when requested over HTTP.

Can someone tell me what this might be? Server cacheing? Any help is appreciated.
