    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS.

why do files in the server repository have to be downloaded to your PC before they can be uploaded to the FTP server.

Why can't you upload directly from the server repository?
 
This was done for historical reasons, for a smaller price of development. In the next, Plesk 17 version, this behaviour will be completely changed.
