uploading war files to tomcat

I am trying to activate and run tomcat in a linux plesk 7.5 reloaded environment on my third party domain.

The activation, and the war upload, appear to work, but I am unable to connect to tomcat -- connection times out -- via firefox browser.

Also, though the application shows up, there is no path under the var directory for my domain except tmp ....

Does anyone know of command line instructions I might use to set up webapps manually?
