    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

Additional information: I did not have 18.0.28.2 before this morning and only upgraded manually to see if it changed anything to the PHP problem.

As per my Plesk logs, an upgrade of the PHP component was done automatically yesterday during the night

This problem appears from me on several PHP 7.3.20 sites where the problem was not present with 7.3.19.

Might this be related to the PHP upgrade?
 
intermediate solution, install your own PHP handler and it works,

plesk-php-7.2, 7.3 and 7.4 have been faulty on my server since the last update,
