User account problem

Hello,

I have some mail users who have been unable to login to the control panel to affect any changes to their email configurations since the last upgrade. Now after migrating to a fresh 11.x install I tried to create another account for one user with control panel privilege, but it says the email is associated to another account. Thinking it would be easier to start over, I backed up the email contents and deleted the account completely.

However, now I can create the new account. I get an error saying,

The e-mail address [email protected] is associated with another user (Ralph). Please specify another address.

However, [email protected] is deleted and the user no longer exist. Do I need to delete the user some place else before I can recreate them with control panel access?
