user already exists - on fresh VPS reinstall

So I did a fresh VPS reinstall, and when I go to re-enter my accounts, all of my old account names are still "taken" and I am not able to use them. Is there a way to completely flush out all old information?
 
Did you destroy the old VE and make a new one, or did you reinstall plesk without reinstalling the OS and everything?
 
I didn't restall a fresh or anything. I just used the "reinstall vps" tool inside plesk.
