Users adding MySQL Databases

Anyone know if there's a plugin or an option that I have not enabled in Plesk to allow users to create their own databases in MySQL? Is there a specific reason as to why I may not be seeing this?

They would need to have the ability to do it within their client permissions, as well as have their limits set to allow at least one database.

Ah, doesn't matter anyway. I no longer use Plesk, and for good reason.
