web users forbidden access

I created a web user.

I am able to ftp in and post and remove files, but when I goto http://www.zanimation.tv/~getareel I am told I am forbidden. You don't have permission to access /~getareel/ on this server.

Can anyone shed light on what I can do to fix this?

try to add a file inside, and then see if you can access that file.

when you create a web user the folder of it will be totally empty.
