Web users icon missing

My customers in plesk cannot manage "Web Users". The "Web Users" icon is missing in Hosting Settings. But from "admin" account, the "Web Users" icon is found and web user account can be created. The problem is only seen from customer account as if they do not have privilege to use "Web Users".

How can I enable "Web Users" for customers so they can manage it themselves? I'm using Plesk 12 for Windows. Please help.
