The Website Importer just doesn't work.

Already tried: Issue - Website Importer broken in 17.5

I can say that this bug should be fixed already. I think that you have another reason for this issue and I would recommend creating a request to support team to do the in-depth investigation to find the reason and to fix it directly on your server. Please create a ticket to support at Plesk Help Center
