How do I get the domain webtool reporting feature enabled?

Currently it is greyed out.

Could you specify which button in Plesk is greyed out and under which account you login to Plesk?

I log in as Admin and it is the 'web stats' icon in Domain Report page

i think,

check in components management page if statistics components are installed (like webalizer or awstats)

then check if statistics component is chosen at domain setup page
