ok, so anyone at parallels could actually help here? i mean i am trying to SPEND MONEY on you guys...
as said above, this is my problem:
1) my plesk 100 domain license, purchased at my hosting provider, does only support 1 language
2) after asking, my hosting provider sais they do not have language packs, that i need to go to the plesk online shop
3) i go to the online shop, but i can't access as i don't have an account, and the only way to get an account is by actually buying a plesk license which i ALREADY HAVE...
4) next step?

If I am getting your problem right, the only choice would be to buy licenses directly from Parallels. It is a kind of technical limitation - upsells on core Plesk functionality cannot be bought separately from base license keys, since they require re-issueing base key with new properties. Known examples are "PowerPack" and language packs. Obviously we would have no right to modify the license key of your hosting provider, so the only solution would be to cancel your current license and buy new one - now from Parallels. I must warn however that the price may be much different. Who is your provider BTW?
Since it is totally up to providers what they sell, we are going to address the problem on our side to unblock such upsells. However re-working licensing core will take some time and thus cannot be expected really soon.

I must say that I am greatly disapointed on your online store website.
I can't even see the details of a licence before I buy it?
This is what I do:
0) I search "buy plesk license" in google or other search engines
1) I go to: http://www.parallels.com/store/plesk/
2) I don't have an user account. and it won't let me make one unless I actually buy a license
3) I think, OK LET'S SEE... I click on Unlimited Domains for Linux and press BUY NOW. let's see when I actually get some info on what I am trying to buy.
4) I don't want any extra plan options, I click NEXT a few times
5) I am asked for personal information. here I STOP
how the hell can you expect to people EVER buy anything through your webstore? you're asking to buy something and you're asking for personal information and you have given ZERO information about the license.
why would anyone buy something he doesn't even know what it is?
and why can I only select a unlimited license anyways? what if I wanted a 100 domain one?
what if I didn't want to buy anything in first place and all I wanted is to know WHAT IS and WHAT IS NOT included in plesk licenses?
from a marketing point of view, sorry to say, but your online store is retarded. there. I said it.

Apologies Sergey L. I rushed a little too much in my tests and you are correct, the info regarding languages it right there.
Yet, my main concerns do still stand, there is little to no info about what the basic license actually includes. You can't chose any other license than the unlimited one and you have to click the BUY NOW button to actually start getting a bit of information on the product. Now I know thx to that page that it only includes 1 language by default, which seems a bit off to me, as I remember I had 4 languages on my 9.5.4 unlimited license and 5 bucks *12 month just for a languae seems quite excessive imo.
Isn't there any simple HTML page that lists all the features in a simple table?
I am starting to regret that I actually upgraded to 11.5 as I am spending countless hours dealing with stuff that was done perfectly fine in 9.5.4
